Many of you have heard that the federal 3-186a website isn't functioning correctly. In light of that situation, NAFA makes the following recommendations:
Abide by current regulations requiring permit holders to print and complete a 3-186a form and send a copy to their state falconry permit office.*
NAFA also suggests that permit holders send a copy of the 3-186a to your Regional USFWS office.
It is suggested that permit holders send all communications via registered mail, return receipt.
NAFA highly recommended permit holders keep copies, in an organized fashion, of everything sent out, including the returned signed receipts of delivery.
This may seem excessive, but in the defense of any criminal prosecution for the violation of a wildlife law, you will be glad that you followed these suggestions. In the words of past NAFA President, Darryl Perkins, "Keep your powder dry!"
Since we are distributing this information nationally, we also advise you to check with your state club or state agency for the process or procedure for entering the data when and if the online system is repaired.
